CITY ENGINEER. WE HAVE JUST A TON OF CAPITAL PROJECTS GOING ON IN STILLWATER. A LOT IN THE PARKS AND UTILITIES AND STREETS. THIS PRESENTATION IS JUST FOCUSED ON SOME OF THE PROJECTS GOING ALONG THE RIVERFRONT. MOSTLY A HIGH LEVEL PRESENTATION. BUT PLEASE ASK ANY QUESTIONS. STOP AT ANY POINT IN TIME. I'LL DO MY BEST TO ANSWER THEM. SOME OF THE PLANS ARE WELL DEFINED AND I'LL HAVE A GOOD ANSWER. SOME OF THEM ARE STILL IN DEVELOPMENT. SO WORKING NORTH TO SOUTH THE FIRST PROJECT IS LUMBERJACK LANDING. THIS IS THE RIVERBANK STABILIZATION. IF YOU LOOK ON THE RIGHT SIDE OF THE GRAPHIC, YOU CAN SEE THE HOUSE JUST THE NORTH END OF IT. SO THIS IS ALONGSIDE THE SAINT CROIX RIVER. AND IF ANY OF YOU WALKED THAT TRAIL, YOU'VE BEEN OUT THERE. OKAY IT LOOKS A LOT DIFFERENT TODAY. SO ANDREW AND WORKING WITH A VARIETY OF AGENCIES TO TO GET THE NECESSARY PERMITS IN PLACE. WE ACTUALLY DID ADVANCE TREE CLEARING JUST RECENTLY. MOST OF THE TREES THAT WERE REMOVED WE SCRUTINIZED EVERY SINGLE ONE OF THEM WITH THE COUNTY. THERE'S A LOT OF INVASIVES. WE LEFT UP A NUMBER OF TREES, BUT THERE'LL BE ROBUST PLANTING EFFORTS, BOTH AS PART OF THIS PROJECT AND THEN IN THE FUTURE. SO IT LOOKS A LOT DIFFERENT NOW. IT'S A NARROW NARROW TRAIL. IN SOME PLACES IT'S NICE AND WIDE. BUT SOME PLACES IT GETS AWFULLY NARROW. PROBABLY TOO NARROW TO BE OPEN TO THE GENERAL PUBLIC. SOME STEEP DROP OFFS. THE CONSTRUCTION OF THIS IS UNKNOWN. BUT BASED ON THE BORINGS WE DID, IT'S ALL A SILTY MATERIAL WHERE WE THINK THAT THAT POND WAS EXCAVATED AND THIS BERM WAS CONSTRUCTED FROM ON SITE MATERIALS. SO THIS THIS PROJECT IS APPROXIMATELY 1500FT OF RIVERBANK STABILIZATION, SIMILAR TO EFFORTS THAT HAVE BEEN SOUTH OF TOWN THE CITY HAS UNDERTAKEN OVER THE YEARS. IN ITS FINAL STATE THERE'LL BE RIPRAP, LARGE RIPRAP AT THE TOE OF THE SLOPE AND THEN SMALLER RIPRAP, AND THEN A VEGETATED SWALE ABOUT HALFWAY UP THE SLOPE, DEPENDING ON THE ELEVATION OF THE RIVER. AND THEN THAT WRAPS OVER THE TOP. SO THIS PROJECT IS APPROXIMATELY $2 MILLION. WE ACTUALLY OPENED BIDS FOR IT THIS WEEK. AND WE PLAN ON STARTING IN APRIL AND HOPE TO WRAP UP IN JULY. I PUT AN ASTERISK NEXT TO APRIL. I COULD PROBABLY PUT AN ASTERISK WITH ALL THE DATES. ANYTHING ALONG THE RIVER IS SUBJECT TO FLOODING. FORECASTS ARE FAVORABLE FOR CONSTRUCTION, SO THERE'S A POSSIBILITY WE COULD EVEN START WORK IN MARCH. AND THAT'S IMPORTANT BECAUSE THERE'S ANOTHER PROJECT RIGHT NEXT TO IT. THIS IS A CROSS SECTION OF THE BERM. SO ON THE LEFT SIDE OF THE GRAPHIC IS THE RIVER. [00:05:01] AND YOU CAN SEE WHERE THE ORDINARY HIGH WATER LEVEL OF THE RIVER IS. SO WE STAYED OUT OF THE RIVER. WE LOOKED AT ALTERNATIVES FOR WIDENING AND AND ULTIMATELY WE CAN ACHIEVE THE PROJECT GOALS WITHOUT GETTING INTO THE RIVER AT ALL. WHICH IS GREAT FROM A COST STANDPOINT AND FROM A PERMITTING STANDPOINT. SO SOME TREES ARE LEFT IN PLACE. BUT BASICALLY MATERIAL WILL GET KIND OF SHAVED DOWN AND WIDENED OUT. YOU CAN SEE THE GRAPHICS ON THE BOTTOM WHERE THERE'S LIKE A TOE. SO THEY'LL BE LARGER RIPRAP IN THOSE RIGHT ALONG THE BANKS AND THEN RIPRAP UP TO A LEVEL WHERE WE DON'T EXPECT REGULAR FLOODING. AND THEN BEYOND THAT WE'RE USING, LIKE, A GEOCELL SOMETHING THAT WE WORKED WITH THE DNR ON TO GET THEIR APPROVALS. BASICALLY IN THE EVENT THERE WAS A REALLY HIGH FLOOD OR ANYTHING THAT CAUSED EROSION, IT WOULD RETAIN THE MATERIAL. AND AS SOON AS IT'S VEGETATED, IT SHOULD HOLD UP PRETTY WELL. THAT MATERIAL GETS WRAPPED OVER THE TOP. THE FINAL SURFACE FOR THIS IS WILL BE A COMBINATION OF VEGETATED AND AND THEN WOOD MULCH. THERE IS INTEREST FROM PREVIOUS PLANNING EFFORTS AND JUST FROM SOME INITIAL FEEDBACK FOR LIKE A PAVED ACCESSIBLE TRAIL THROUGH THERE. WE'RE REALLY LIMITED ON THE AMOUNT OF IMPERVIOUS AREA THAT WE CAN HAVE IN THIS PARK AREA. AND I'M THINKING THIS COMMISSION IS FAMILIAR WITH ALL THOSE REQUIREMENTS. SO AT THIS POINT IN TIME, IT'S A IT'S A VERY IT'LL BE AN IMPROVED MORE OF A NATURAL WALKING AREA. SO THAT'S THE RIVERBANK STABILIZATION. THIS IS IMMEDIATELY SOUTH. SO THIS IS ALL THE CIVIL LIKE CIVIL IMPROVEMENTS SURROUNDING THE HOUSE. SO A LOT OF THIS CAME OUT OF THE CONCEPT PLAN. THIS IS STILL A WORK IN PROGRESS, BUT SOME KEY KEY FEATURES OUT HERE. A LOT OF ACCESSIBILITY IMPROVEMENTS. SO AN ACCESSIBLE TRAIL TO LIKE A FISHING PIER ALONG ALONG THE LAKE THE PIER RUNNING ALONGSIDE THE RIVER. SO THAT'S AT THE BOTTOM OF THE GRAPHIC. AND THEN JUST ON THE BOTTOM RIGHT SIDE IS THE ACCESSIBLE LAUNCH. THAT'S SOMETHING THAT OUR DESIGN CONSULTANT, HGI AND THE DNR, YOU KNOW, THEY'RE TALKING ABOUT RIGHT NOW IN TERMS OF THE SPECIFICS OF THE KAYAK LAUNCH AN ACCESSIBLE TRAIL. THIS ISN'T FINALIZED YET. BUT RIGHT NOW, THAT TRAIL IS SHOWN IN A WAY THAT IT'S A REAL GENTLE SLOPE TO GET DOWN. A LOT OF TREE PLANTINGS. A TRAIL UP TO THE THE SHELTER. HAS ANYONE SEEN THE SHELTER FROM HIGHWAY 95 YET? SO THERE USED TO BE A GARAGE THERE. NOW IT'S ALL OPENED UP AND THAT'S FINISHED. SO THE HOUSE PRETTY MUCH. I THINK THE HOUSE IS FINISHED. THAT BUILDING UP IN THE UPPER RIGHT WHERE THERE WAS A DETACHED GARAGE, THAT'S A LIKE A COVERED PAVILION. NOW THAT'S FINISHED. AND MY UNDERSTANDING IS THERE'S GOING TO BE A TOUR AT THE NEXT MEETING. SO I'M NOT TALKING ABOUT THE HOUSE, BUT HAPPY TO, IF YOU'D LIKE. OTHER IMPROVEMENTS HERE. A STAIRWAY WITH LIKE A BIKE GUIDE COMING DOWN FROM BROWN'S CREEK FROM THE BROWN'S CREEK TRAIL. SOME STORMWATER IMPROVEMENTS AND THEN RECONSTRUCTING THE DRIVEWAY BACK TO THE ENTRANCE. SO THE SWITCHBACK THERE, THAT'S WHERE YOU'RE GOING TO HAVE TO BRING THE CANOES AND STUFF OR WHATEVER. HOW DO YOU WALK A CANOE DOWN THERE? YEAH. SO I THINK GOOD QUESTION. SO I THINK THAT THAT I'M NOT SURE THAT THAT TRAIL LAYOUT IS FINISHED. BUT I THINK THAT THERE'S ALSO A DIRECT PATH. FOR PEOPLE THAT ARE ABLE BODIED. OH, YEAH. YEAH. YOU CAN SEE IT ALONGSIDE. YOU CAN SEE IT ALONGSIDE THE DARK ONE. OKAY. YEAH. I MIGHT TAKE THE LONG WAY. MY CANOE IS 80 POUNDS, SO. SO THIS IS AT THE SOUTH END OF THE DRIVEWAY. SO THIS IS THE EXISTING ENTRANCE. FOR A SINGLE FAMILY RESIDENTIAL HOME. YOU KNOW, IT'S NOT AN IDEAL WAY TO GET ONTO THE HIGHWAY. IT'S A STEEP SLOPE, AND IT'S NOT A PERPENDICULAR. SO YOU HAVE SOME SIGHTLINE ISSUES. IT'S BEEN A CHALLENGE DURING CONSTRUCTION. SOMETHING'S GOING TO HAPPEN THERE. WE DON'T KNOW EXACTLY WHAT. SO WE HAVE SOME ALTERNATIVES THAT INCLUDE IMPROVING IT IN ITS EXISTING LOCATION, IMPROVING IT IN A DIFFERENT LOCATION, AND THEN GETTING RID OF IT ALL TOGETHER. AND I'LL GO BACK TO THIS VIEW. THERE'S VERY LIMITED PARKING OBVIOUSLY, AT THIS LOCATION. AND SO THIS WILL BE MORE OF A DROP OFF AREA. AND THEN THERE'LL BE SOME ADA STALLS. BUT WE ENVISION THE DRIVEWAY TO BE REALLY LOW TRAFFIC. AND SO AND THEN WITH THE PROXIMITY TO BROWNS CREEK TRAIL, WHICH IS OBVIOUSLY VERY POPULAR. SO THIS THIS ENTRANCE IS PROBLEMATIC. AND ONE OF THE ALTERNATIVES IS TO GET RID OF IT. AND I TOOK A PHOTO OF IT AND I THOUGHT IT DIDN'T REALLY ADD MUCH TO THE PRESENTATION, BUT JUST GOOD FROM A PUBLIC WORKS STANDPOINT WHERE WE'RE GOING TO PUT SNOW. SO WE WOULD, WE WOULD CONSTRUCT THAT PARKING LOT RIGHT NOW, IT'S JUST INFORMAL. IT'S GRAVEL AND NOT EVEN REALLY GRAVEL. IT'S JUST KIND OF AN OPEN, FLAT SPACE THAT THE CITY OWNS. SO WE'D CONSTRUCT THAT AND THEN EXTEND IT FURTHER NORTH. THIS PARTICULAR CONCEPT SHOWS A 24 FOOT WIDE DRIVEWAY. AGAIN, WE DON'T THINK THAT IT WILL EVER NEED THAT. THERE'S NOT REALLY GOING TO BE CARS PASSING EACH OTHER VERY OFTEN. SO AS LONG AS WE HAVE A LITTLE BIT OF GRASS WHERE PEOPLE COULD GIVE RUM, THIS ISN'T THE KIND OF PARK THAT'S GOING TO HAVE A HIGH AVERAGE DAILY TRAFFIC. SO, YOU KNOW, AND THEN THIS ALSO GOES THROUGH A DELINEATED WETLAND, WHICH IS COMPLICATED FOR A NUMBER OF REASONS, MAKES CONSTRUCTION DIFFICULT, PERMITTING MORE OF A CHALLENGE. AND THEN WE WANT TO AVOID WETLANDS WHEN WE CAN. SO WE'RE LOOKING AT KIND OF RECONFIGURING THIS OR MAYBE THERE'S A SCENARIO WHERE WE COULD GET ON THE OTHER SIDE OF THE BROWNS CREEK TRAIL AND TIE INTO THE DRIVEWAY THAT WAY. SO IN BETWEEN THE BROWNS CREEK TRAIL AND THE RIVER, WHICH WHICH IS ALSO PRETTY TIGHT. SO WE'RE BEING CREATIVE. THIS ONE ALSO HAD A LOT OF COSTS ASSOCIATED WITH RETAINING WALL. SO AGAIN, WE'RE YOU KNOW, WE WANT TO BE SENSITIVE TO THE TAXPAYER AND NOT BUILD A WALL IF YOU DON'T NEED IT. BUT THIS IS KIND OF ONE OPTION WE'RE ENVISIONING. ANOTHER OPTION WOULD BE WIDENING THAT ACCESS AT HIGHWAY 95, MAIN STREET, MAKING IT WIDER SO IT'S PERPENDICULAR. FLATTENING IT OUT. SO THEN WE'D PROBABLY HAVE TO PICK UP BROWNS CREEK AND GRADE IT OUT IN EACH DIRECTION, WHICH IF WE CAN AVOID THAT, WE WANT TO DO THAT AS WELL. BUT WE DO ANTICIPATE THIS TO BE A POPULAR PARK. BUT WHAT WE ENVISION IS MOST PEOPLE WILL WILL PARK HERE AND THEN TAKE A LONG, BEAUTIFUL WALK TO ENJOY WHEREVER, WHEREVER THEY CAME TO SEE. BEFORE YOU MOVE ON TO THAT. YEAH. SO I THINK MY BIGGEST CONCERN THINKING ABOUT LIKE, TRAFFIC AND I MEAN, LIKE FOOT TRAFFIC IS THAT WHEN BIKERS ARE GOING TO COME DOWN THAT BROWN'S CREEK TRAIL AND THEY'RE GOING TO BE WALKING, TRYING TO GET TO THE APPLE HOUSE. THAT'S THAT'S JUST BREWING FOR CONFLICT. UNLESS THERE'S A WAY TO SEPARATE THOSE TWO LIKE WHATEVER YOUR PATH IS TO LIKE THE HOUSE ALMOST NEEDS TO BE LIKE ITS OWN [00:15:02] DEDICATED THING BECAUSE PUTTING IT ONTO THE THAT BROWN'S CREEK THING IS JUST GOING TO CREATE. SO MAYBE LIKE MAYBE GEARING PARK USERS TO USE THE DRIVEWAY AS OPPOSED TO SHARING THE THE TRAIL. YEAH, I WOULDN'T I WOULDN'T COUNT THE TRAIL AS BEING THE ROUTE TO GET THERE. YEAH. YEAH, I THINK SO. WE ANTICIPATE STARTING THIS CIVIL SITE IMPROVEMENTS THIS SUMMER, SO WE MIGHT EVEN BE ABLE TO START IN JUNE. THIS CONSTRUCTION REMAINS TO BE DETERMINED AS OF THIS. SAME WITH THIS. THESE MIGHT BE 27. AND SO THERE MIGHT BE AN INTERIM PERIOD WHERE THE EXISTING DRIVEWAY IS USED BECAUSE EVERYTHING ELSE IN THE PARK IS DONE WHILE WE'RE BUILDING OUT THAT SOUTH END AND A BETTER ACCESS. SO NEXT. I'VE ALWAYS CALLED THIS THE GAZEBO, BUT LOWELL PARK PAVILION. SO THIS PROJECT THE ESTIMATED CONSTRUCTION COST IS 800,000, BUT IT'S AND WE HAVE WE'VE AWARDED IT TO PARKS CONSTRUCTION. BUT THERE'S GOING TO BE A LOT OF DISCRETIONARY THINGS WHERE THE COST COULD EITHER STAY LOWER OR MIGHT APPROACH THAT 800,000. BUT REALLY, EVERYTHING IN THE PAVILION, FROM THE FOUNDATION TO THE GATES AND BARS ALL OF THE WOOD REMOVING PAINT AND REMOVING ANY DAMAGED WOOD, JUST RESTORING IT ALL, PAINTING IT ALL ALL THE ELECTRICAL AND THE ROOF AND ALL THE ORNATE ELEMENTS. I THINK I MENTIONED THE FOUNDATION AND STAIRWAYS. SO JUST A COUPLE PHOTOS THERE. SO PRETTY MUCH THIS CAPTURES SOME OF THE THE ROOF. AND SO THAT'S THE, THAT TYPE OF CONDITION WHERE YOU CAN KIND OF SEE IT FAILING THERE. THAT'S WHAT THE CONTRACTOR EXPECTS TO ENCOUNTER EVERYWHERE.
